I want to improve Performance AND MPG. Where to Start?

i havent had any experience with those. Currently have e3s on my 97. Do improve hp and mpgs? Yes. Would i buy them again? No. They skark knock pulling a hill at lower speeds. And theyre picky with where i get gas. B worth a try though.
