Yikes ... what a snap decision, but imho, you made the right call ... save the dog.
Sorry that happened though ... good luck on getting 'em fixed or replaced.

I don't think it would be too much to ask of the dog's owners ... to chip-in on the cost of getting the wheel fixed.
Show them the wheel and tell them you spared the dog.
They ought to be grateful of you for not splattering the dog all over the road and sacrificing the nice wheel not running over the puppy.
It can't hurt to ask.
Technically speaking, it's their fault.
There must be a leash law or "Under control" or fence law on-the-books.
Tell them your as upset about the wheel as they would have been if the dog was injured or killed. (I know its a stretch ... but, kinda true!)

In some states you can sue them for thier dog causeing a accedent and or damge to you ,the car,or even your yard.
So yeah i dont think it wold be to much to ask. thing that might screw ya is the time between actually gettign a hold of them and the time of the incident.
