Well ,if you need something like a wire wheel on a drill to clean off the "excess" dirt on the rust. Treat it all well with the rust doctor and a brush. You'll need a cup to put the rust doctor in. You'll need fiberglass cloth.. two types, one type looks like it has a bunch of dots in it, another type has strands in it nad is white in color... that's what you want. You then need a quart of fiberglass resin, and it iwll come with hardener. You need a paint pan or something ot mix fiberglass resin is. Use another brush, brush where you're going to put the fiberglass, then have a precut piece of fiberglass cloth to shove it the place. Use a metal grinder, sand paper, something, to cut away the excess fiberglass. Use bondo and a spreader to smooth it out, sand it smooth, prime the area, and paint it. Since the area is in a fender well, I think you could honestly get away with going to CarQuest where you can actually get your paint code mixed in touch up paint.. and just paint it with a brush. I don't think it would be noticable to most people. If you do paint with a brush, do NOT use a thinner in the paint.. it will run all over the place if you do.
This might last a few weeks, might last a few years. I'd think ti would last at least 6 months to a year if you do did a really sorry job of it.... even so, the rust is treated, the only danger shoudl be the fiberglass and bondo popping out.
