Define "does not work at all". Does air blow out of it? Is it hot or cold?
As for what it could be:
- Bad Hvac control panel
- Damaged wire
- Defective HVAC module actuator (usually it makes a clicking noise when you adjust the temp)
In my 2004 Monte, the driver side never really blew cold air. I had to rip the dash out and pull the HVAC module in order to replace the evap core for my AC at one point. During that, I found an issue with the flappers that control the dual climate AC. The one did not move well because the hinge point for it was too stiff. I used sand paper to worked down the one post just a couple hairs. Put it back together and all is great!
