Default Fan Cont. #2 Fuse Keeps Blowing

I recently purchased my 2000 Monte Carlo SS (3.8 L) and I have had a couple issues with it. When I first got it, I noticed the "low coolant" was flashing on the dash, however I had plenty of coolant. I replaced the level sensor and the code went away. Problem Solved!. There were a couple other small issues I am battling, but there is one I really cant seem to figure out or find an exactly similar post. My check engine light is on because my Fan Cont. #2 fuse keeps blowing. When I replace it, the light turns off, but then quickly blows again (I believe it happens when the engine is starting to overheat). I have replaced the relay for it, but it still blows reguarly. I don't know if this is related, but my horn fuse blows all the time as well. I have replaced it twice since I bought the car 5 months ago...not sure if these items could be related. The engine tends not to overheat when I am driving in the city and stayin between 0 - 50 MPH, but the engine starts creeping up in heat when I am on the highway averaging around 70 - 80 mph. I have to run the heat on HIGH in order for it to maintain a decent temperature...and thats getting real old since its been mid 90's for a month now. Does anyone have any advice on the next step to take to fix it? Can i test the fan motor?
