A P0480 code = Cooling Fan I Control Circuit Malfunction. Since the fan(s) have been hardwired the PCM thinks their is a problem in the circuit (which technically there is) so it is setting the code. The only way you'll rid yourself of the code is to remove the hardwire circuit, then diagnose and correct whatever was wrong prior to the hardwire job.

 

Rewire them the way they are supposed to be.

 

I just finished tackling this problem. Just swap out the relay with a new one and it will work again. I tested my old relay and it was clicking but it was still bad so dont go off of that.
