2001 Monte Carlo not starting
Good battery, good starter. I put key in only lights that come on is check engine can’t turn anything else on can’t lock or unlock car without key

Just because the lights are on, do not mean the battery is charged enough. I also know from experience, when the battery is low, the car can do "weird" things. A common one for mine was the back up lights would flash.
I would do two things:
1. - Make sure the security message is not displaying on the instrument panel. If so, the car may be dealing with a passlock/theftlock issue.
2. - Ensure the battery is properly charged. Check with a volt meter OR take it into a parts store and they can bench test it.
Also, keep in mind, keyless entry is controlled by a keyless receive (just in front of the dash, you have to remove the windsheild vent piece) and that works with the BCM. If you have low power, again, these cars can do weird stuff.
