water wetter is a good product, also royal purple makes a product for that too

 

I worked on a Cavalier that had similar problems, the coolant inlet to the heater core made a whistle once in a while. Gm said to put a restrictor in the inlet I don't remember the PN but it came out of a heater hose for a late 90's S10. worked real well
