Technically, GM will tell you the cluster is not service-able. So even though all of us know it's a $5 part and a small task with a soldiering iron, shops don't pay mechanics to be electronics guys (and that is probably a task GM does not want to spend the ink printing in a shop book).
BUT, all I see is a happy customer and a shop that did what they should have done. That is good customer service. Make you happy and they are hopefully earning good word of mouth from you and POSSIBLY a repeat customer

Im happy. Its a bit far to bother being a repeat customer when i have dealers local. Besides i. Won't be buying a car for a long time

If 1 stepper motor is bad it would probably be advantageous to replace them all while you have the dash apart. You can purchase 'kits' that contain the stepper motors and bulbs fairly reasonable on FeePay:
