that's the thing- have to go through the 30 minute/3 cycle procedure to get to be able to do the relearn. the relearn happens on the next start attempt after the 3 cycle procedure. it doesnt seem like it wants to go through the 3 cycle procedure at this point.

i dont know what your talking about man. you dont need to do 3 30 minute cycles. you do one ~10 minute cycle, shut ignition off and try to start. if it doesnt, you redo it again.
i had this same problem, and its the instructions that zzp themselves even send with the pcm and on their website.

amy, did you put your E-brake on to disable daytime running lights?? you HAVE to have that on. i noticed no one else mentioned that in previous posts.

I am going to unhook and rehook the battery one more time and try it again, and if this doesn't work, I give up and I am putting my original PCM back in and pray that it starts. I am going to have to find someone local to help me cause honestly - I have no idea what I'm doing wrong.

you've done 3 ~10 with the e-brake on? your key is in the accessory position the entire time. seems wierd. its for your 03 right? the 05 would take ~15 timings.

10. How do I perform a security relearn?

1. Disconnect battery
2. Install new computer
3. Reconnect battery
4. Put emergency brake on to disable daytime running lights (this step is required!)
5. Make sure all doors trunk and hood are closed leave driver window down and reach in threw window
6. Try to start. If it doesn't start, leave the key in the on position for 10 min on 97-03 cars and 15 min for 04 and newer cars. The security light should turn off after this amount of time.
7. Turn off ignition for 3 seconds
8. Try and start the car. It probably won't start. Repeat step 5 two more times.
9. If this doesn't work disconnect battery for 5 seconds and then try and start the car.

Ya I followed those same directions but I have mine set to the On position, not the accessory position.

I did find this slightly different procedure listed online, i suppose it's worth a shot--
  1. Set the parking brake to disable the daytime running lights system to avoid draining the vehicles battery.
  2. Try to start the vehicle by turning key to the START position (using a Master Pass-Key key, not a Valet key).
  3. Observe the SECURITY telltale on the driver information center. Allow the key to fall back into the ON position. DO NOT TURN THE KEY TO THE OFF POSITION.
  4. After no less than fifteen minutes turn OFF the ignition and wait for ten seconds.
  5. Try to start the vehicle by turning key to the START position (using a Master Pass-Key key, not a Valet key).
  6. Observe the SECURITY telltale on the driver information center. Allow the key to fall back into the ON position. DO NOT TURN THE KEY TO THE OFF POSITION.
  7. After no less than fifteen minutes turn OFF the ignition and wait for ten seconds.
  8. Try to start the vehicle by turning key to the START position (using a Master Pass-Key key, not a Valet key).
  9. Observe the SECURITY telltale on the driver information center. Allow the key to fall back into the ON position. DO NOT TURN THE KEY TO THE OFF POSITION.
  10. After no less than fifteen minutes turn OFF the ignition and wait for ten seconds.
  11. Start the vehicle.
at no point in these instructions do you have to wait for the light to go off....

Just looking at the posts--Is it the 03' or 05' Monte that the PCM is for cause if its the 05' its 3 ---15 min cycles not 3---10---Just a suggestion?
