I have used the red scotch brite pad from a kit like this to clean the deck surface of the block where the head sits:

But you want to blow out the cylinders and make sure that debris is OUT of the cylinder (helps to shove rags in the ones that you can).
That kit comes in handy for a LOT of stuff!!
Just don't focus on one area, buzz the surface constantly. DO NOT use sand paper (or at least I would not).

Just and the sand the crap out of it then clear coat it for that brushed aluminum look, use you're dremal for those harder to reach spots, just make sure to have it going all one way
2 hours of sanding and it's barely smoothing the surface on it, and i still hadnt got to the hard to reach areas

i dont think an engine cover is going on this one :p didnt get anything done today, had to cut the grass lol and then this rain doesnt help any, its supposed to rain all week.
luckily i have my motor in the living room
