Default Jacking your Monte

Where is the best place to jack up the rear of the Monte and place the jack stands after you have it in the air?

Right in front of the y-pipe should be a solid piece of frame to jack the car up with.

Then I just use the side rails near the pinch welds for the jack-stands.

I tend not to use the pinch welds (but you can, GM tells you to use those for the emergency jack), I've jacked up and supported the car on the thick box part of the unibody. I've also jacked it up on what I call the "rear cradle" (I think this is the part Chibi mentioned, it's the part that the rear lateral arms bolts up to).

Should the 06 have the same suspension set up? Can you post a picture of that point?

I pulled the shop book info for lifting a 2006 Monte. The pic below shows all the lift points GM has for the 2006 (and I compared it to the 2004, same setup). The spots I use are #6 (rear cradle I mentioned) and #4 (the uni-body frame points I use).

Here's what the shop bok says for those lift points:
(1)Floor Jacking-Front Location (2)Suspension Contact Lift-Front Location (3)Frame Contact Lift-Front Location (4)Frame Contact Lift-Rear Location (5)Suspension Contact Lift-Rear Location (6)Floor Jacking-Rear Location
