yeah gently use a wire brush, i wouldnt reccomend useing sand paper though. theres just the risk of getting some grain in there.

Mitch if you can remove the calipers and clean em up. get the all the rust off. clean up the travel / guide bar for the pads while thier off.. the time spent in prep will go a long way in the end...I have never been concerned with bleeding i just grab pliers and collapse the cylinder the pull of the assembly. I use wire brushes and paper we also have a glass bead tumbler which is nice...I've always just grabed hi temp paint from menards and it's worked fine for me. powder coat is nice but for for a DD in the summer thats a bit more $$ than I care to drop.
