paint wont stick wherever i touch

Try wearing some gloves so you don't get the oils from your hands on the parts

I think 40 degrees is pushing it. You'll want to preheat your garage and keep it warm until the paint has set. I believe most paints recommended 50-75 degrees (somewhere around there). Check the can.

Also, the cleaners you mentioned, any citrus based? If so, that could be the issue. I believe Acetone is a good "degreasing" agent as well. When it comes to plastic, you're best to prep it and get rid of the "shine". Shiny does not paint well.
