Default Front Bumper Clear Coat chipping??

My clear coat on my front bumper looks as it chipping and cracking and I was wondering If I just buy some quality clear coat and spray it and buff it in if it would fix the problem?

Clear wont fix it you would see right where it was peeling the spot where its peeled will be lighter, looks tp me like its a replacement bumper & they didnt prep it right for paint, a whole repaint is all that will fix it 100%
