We've got a few drivers who wear shorts evenwhen it does snow.
Last thursday one came in, in shorts and a T-shirt. I felt overdressed with longjohns on.
My g/f Deb wears shorts to work quite a bit. She says they offer more protection then a skirt or dress does.
