I used this procedure to program a second FOB for my Monte and had no problems. 
Turn ignition to either the ACC or ON position.
Make sure the radio is off.
Press and hold the Tune Disp button until Settings is displayed.
Scroll through the settings using the 1Prev or 2Next buttons until FOB PROG is displayed.
When the word BEGIN is displayed press the Tune Disp button.
When the message PUSH FOB is displayed press and hold both the lock/unlock buttons on your FOB for about 15 seconds until you hear the verification chime.
Immediately press and hold the lock/unlock buttons on the second FOB until you hear the chime.
Press the 1Prev or 2Next button until you see the word EXIT displayed.
Press the Tune Disp button and you will hear a verification chime to let you know you have exited program mode.
