PA has pretty strict inspections. Your car has to pass everywhere, tires, tread, brakes, fluids, suspension parts, they even check the windshield wipers for wear in the rubber. And it has to pass every year.
I think all the states should be that strict. When my roommate moved from NJ to PA, his car needed $1500 worth of work to pass PA inspections. In NJ he would have been fine to pass their inspection.

That guy is very lucky he didnt get his leg cut off. All that had to happen was a car hit the door on that side. Scary. Yea, why didn't the cop at least have a siren blring so intersection traffic would yield. Bad decision making on is part. I also guess he didnt want to scratch his cruiser at the risk of someone getting hurt seemed a better choice.

He was related to that California Highway Patrolman who couldn't figure out how to stop a Toyota with a stuck throttle last year.
