Could be the issue, but I wouldn't count on it. The coolant elbows are cheap to replace.

Lol i dont have a lower elbow, only 99 and up Regals have that on the tensioner assembly and i have a pissing leak coming from the bottom of the water pump drained my radiator dry. So it might be
