Weird Loud Whining (screaming) Noise

6th Gen - 2001 3.8L Weird Loud Whining (screaming) Noise
Hello!
I am getting one hell of a whining noise on the driver's side of the engine bay (opposite the belt side) and I cannot figure it out.
It sounds similar in volume and sound to the chicken squeaky toys:
It does not change with idle speed and fades out with a lower tone (like the chicken) when I turn my car off.
It typically happens at startup and if I turn my car off and turn it back on, the noise goes away.
I have only heard it come back while running once when I was idle for 20 minutes (jump starting a much heavier battery)
I have never heard this noise before in any car. I have no idea what it would be.
When I get a video of my car, it will be posted here...
Any ideas?
