I wouldn't use that tire. It looks like the beed is cracked and rusted. The beed is the part of the tire that seals it to the rim, keeps the air in. With the crack and the rust you could end up with a flat at any time or worse, a blow out. If it will even hold air I wouldn't put that tire on my bicycle!

I personally wouldn't use it. I think it would end up being more trouble then it's worth. That bead is tore up and fibers pulling out of it. Possible candidate for a tire swing like Space suggested.
Correct me if I am wrong, But how can the beed seal if, what looks like, 3" of it is missing rubber? The beed on the tire, and the valve stem, is what holds the air in!
