Default temp readings on cluster

So it's been awhile but i had to get rid of my monte recently. I'm looking at a cheap car a 1994 corsica with the 3.1 in it. My only worry about the car is the temp reading on the dash seems to show a lower temp than the car is actually running. The guy says he's replaced pretty much everything in the cooling system( radiator, hoses, thermostat). He also says he drilled a hole in thermostat to get rid of air pockets. The heater was blowing hot heat but the gauge was around 1/4 way or lower. The engine has also had all gaskets redone including head gaskets and intake gaskets. I'm wondering what the temp is for the lines on the cluster..? (pic below) Whats the low, quarter and mid temp mark? Should i be worried?
