Default OBDII not communicating to the ECM/PCM

So i rooted around underneath my 2000 SS monte carlo and my airbag light is now constantly on. I tried using a scan tool to test if it could read srs codes but when i tried any code scanner it could not connect to the ECM/PCM. So, i checked all wires to make sure nothing was disconnected. Nothing appears to be out of place. I checked for voltage on the OBDII connector and it was good at 12.4V. I checked connection on the serial data wire between the ECM and the BCM and that was good.
My question is, where does the purple wire on the OBDII connector turn into the green wire connected to both the ECM and the BCM. I would like to test connection on this wire, but I just cant find where the purple wire from the OBDII goes...
Any help?

Check the cigarette lighter fuse...if this fuse is blown, you wont be able to communicate with the pcm
