Default my first MCSS/ running rich

good day all, recently purchased a 84 SS and now have it stored away so I can work on it during the winter months, It runs good drives decent but can use a good going over, so I am going to start listing my troubles to get opinions and hopefully some help. So I have used the jump A to B on the obd1 connection to find I have codes 24 VSS error and code45 O2 rich condition. I have the feedback carb and was told with key on engine off I should be able to hear the MC solenoid clicking, I dont? I checked and there is power to the connector, so... can these seize up? guessing this would def set a run rich code as solenoid is not doing its job. thx for reading and any help.

dug in a bit more today, looks like the last owner decided the speed sensor which lives behind the dash and is a optical refractor of sorts was not needed and left it off and behind the hvac system...lol not sure why. that may help clear up a code now that i put it back in, but still wondering why i cant get the MC to duty cycle, ,,any help welcome.

also found some of the wiring under the hood has been butcherd and reattached incorrectly, i got the MC solinode working now and found the correct o2 sensor wire as well, both these fixes will definitely clean up the rich issue...
