I think the mods you have listed should get you into the 14s with a good launch and most definitely a tune. Can't wait to see your progress with your Monte. Be sure to keep us posted

You remind me of exactly where I was 6 years ago with my Monte. I had installed a whole bunch of stuff, GT1 cam, stage 1 t/b, wp udp, 2.5" catback exhaust, fwi, and a few other odds and ends and I ran a 14.94. With a tune, I was able to run a 14.67, and then with a few more things and a set of TOG headers, I was able to run a 14.43@95mph.
With that said, if you go with a top swap, and a mod or two, you'll run high 13's easily, cheaper, and almost just as reliable. 3800's typically don't trap high mph times due probably to their low end torque and gearing. Plus, 14 second 1/4 mile times aren't really impressive, even 6 years ago nobody really cared that a heavily modified 3800 (my Monte) could pass a fox body Mustang. Nowadays, you really need to run at least low 13's/high 12's to be impressive.
With all that said, I highly recommend that you save up for boost. It costs more up front, but the gains that you will get from them will be MUCH more cost effective and instead of running 14's, you could run 11's.
