i wonder if that's a drainage hole??? i don't know i never see a hole like that in the middle of a cat before. maybe it's the original rear o2 sensor bung and the shop that installed it on your car decided to relocate the 02 sensor up front more. go back to the shop that install it and ask them what's the hole for.
hmm i was thinking i should look for the o2 sensor see where its at still raining out so i will have to wait to try and see where its at ,,

as that would be to far up the side of the cat, for it to drain , and it would of been loud from the start ,, knowing the guys that put it in , it was one that fit not that it was for a Monte ,, as they did it on there dime ,

I'm fairly sure we can rule out some one punching a hole in it ,,
but thinking more on it , it could be a universal cat, and it has the stub sticking out of it if needed in california ,, and just the bottom of the plug already rusted ,, as looking at the photo again kind of looks like there is a skin over the back of it , so it could be a punch out for adding on the air thingy

Yep that's a universal cat that the plug came out of. Was probably just a press fit plug and just fell out. Maybe take it back to who installed it maybe they have a spare one from an install that used the air pump.
eww that sucks. Some universal piece of crap installed.
You should look into getting a ZZP Downpipe with a high-flow cat if the place that did this for you is going to charge you anything to fix that.

OK that makes more sense i think i will just find a bolt grind it down to size tap it in and toss a spot weld on it , to hold it in place ,

Na I'm not even going to take it back there , as i bought this car used off a small car lot ,
and when the first cat went out they fixed it on there dime , even though it was 6 months after the sale of it , and they replaced all of the front end linkages and bearings front rotors and brakes , parts at cost , ( he ordered i picked them up and payed for them) , and he only charged me 50 bucks to install all of the parts , and that was a year after the sale ,,
so i don't think they did me wrong at all ..
