Default belt tensioner bolt 06 Monte ss

Is it a certain tool to get the bolt loose on the belt tensioner ? I had a mechanic try to take it off the other day it was extremely hard to get the bolt off with barley any room to work with and since the tensioner is plastic he's thinking of melting it off and then taking bolt off. So I have to order a new bolt ..is there a simpler way to get this bolt off ?

To change my belt, I took the bolt out of the bottom of the spring on the belt tensioner. I didn't have the tool to loosen the tension, it's a special.
It was easy to remove the bolt in the bottom of the spring, after removing the front wheel, it went boing!
A lot harder to put back together, had to use a 2nd jack to apply tension and make the bolt line up.
