Realistically you don't need to do anything else. The exhaust system on a 2000+ Monte is able to handle up to 300+ HP before it becomes a bottleneck. The U-Bend delete will help improve it, but after that you MIGHT make 5 HP more by dropping $1500+ on the exhaust for headers, downpipe and catback.
The only reason to upgrade the exhaust on a next to stock engine is to change the sound it makes. If you're looking for improvement, look into getting the heads ported out. You will have much better performace doing that instead.

Here's another way to think of it. Lets say the stock Monte exhaust could handle 300 gallons per minute (GPM) of water without any problems. Your current engine pushes out 200 GPM. Adding headers, downpipe and exhaust on a system that can already handle it will not really improve the system. It will let the engine work easier and get a few more gallons out as the "water" won't bunch up when it hits the ubend, but not enough to justify the cost.
Also consider that a stock 3.8 running headers and 3" downpipe to a cut out only makes 7 HP increase on a dyno.

Lets say you add a booster for 50 or so HP, then heads for 20, you will see another 10 to 20 bonus because they will be used more efficiently.
As for the location, I would recommend ZZPerformance to have the job done. I would call them or email them first. Their site says 2-3 weeks.

for more power, you can go for a new cam, rockers, springs, this HV insert for the intake, new TB

basicly once you have the Ubend gone you need to focus on getting the air into the engine easyer. that means the Throtle body and intake manifold. after that the cam and valve train will be your next target. that way you can make the most out of high flowing parts. between all that. your looking at a pretty good amount of toys. once you get into cams. then you might want to either do headers or seak BOOST lol but i think a cam'd 3800 would give you want you want. but again before cam you need to do TB and intake manifold work. ZZP is your friend! lol
