This is a pretty wild topic. SO if you cannot get a bigger throttle body, you will engine swap it. I guess it comes down to "what are you trying to accomplish".
The 3400 is more popular in the N-Body/Grand Am crowd, but yes, there are bigger throttle body options.
Or you can half shaft your throttle body. I did this on my 3400 Grand Am years ago. Here is the right up:

LX5 TB swap kit (65mm):

Keep in mind that you'll likely either need to open the inlet port on the UIM or swap to a 3500 intake setup (which has its own complications) at the same time to avoid creating a step.
If engine swapping is on the table, I'd absolutely go for that instead. Youll get much better bang for the buck out of even a stock L67 swap - plus much easier modding going forward.
A good point of reference is the LX9 engine (early 3500 - pre vvt) as they are very similar to the 3400 you have. They also had a 65mm TB like you're considering upgrading to, but also have more displacement, better flowing heads, a better LIM, and supposedly much better UIM - and still only make 200 +/- crank hp. As you can imagine, just upgrading to one of those improvements isn't going to have a major impact on hp - likely only single digits at the crank.
