Can't explain that one. Both cars have identical engines and both have identical drivetrains. The Impala is also heavier than the Monte Carlo. You should have won that race because of the weight difference.
Curb Weights:
Monte Carlo SS: 3549 pounds
Impala SS: 3790 pounds

The only thing I can think of is he manually shifted and ran his car hard into the redline. It's kinda dumb on his part to run a brand new car that hard anyway. I would break in the engine first for 500 miles before doing that. If he plans to keep it for a long time, I wouldn't run it hard again until my first oil change.
Actually the Impala with the stock exhaust would have a Torque advantage. Your new exhaust has less backpressure which naturally moves the torque range higher in the RPM range. His car will pull harder at a lower RPM, and doing your racing on the back streets I doubt you got all the way through second gear into third. Third gear is where your car will shine with the new exhaust, because the higher RPM's are sustained for a longer period, where your car has the advantage. I would experiment with some different resonaters, or maybe just a smaller diameter resonater delete. Somethign that has better backpressure will move your torque curve lower in the RPM, so you feel the acceleration earlier, but it will limit the topend hp production.
Run 91 or 93 octane. I'm pretty sure your car will retard timing if it's running on 87 or 89. Ethanol also effectively upps the octane, but also produces more heat. If your car was not fully warmed up where your competitor was this can affect things as well.

What FlynhghR said makes sense. It's funny this came up, though, because a little while back, I went up against a dude in an '04 Imp, 3800 like my '05 LT, and he started to pull on me too. I have no clue if his was modded, though. When we got to the red light, all he would say was that it was a 3800.I thought it strange that he would pull on me like that.
