In my opinion, HP Tuners is the best hands down. It's pretty much THE de-facto tuning package used in the GM performance world now. It's simple to use, easy to learn, and very powerful. I love it.
DHP PowrTuner is a decent option for 3800s, but I much prefer HP Tuners. Plus, DHP has been out of business for about 2 years, so you'd have to buy one used. There's no support on it, obviously, whereas HP Tuners is well supported by a big vendor.
