Dropping pulleys will do nothing, guaranteed. You have a BBV issue. I'm not sure what you meant by "actuator". Did you actually replace the solenoid like we all told you to do? Feel free to waste your money on smaller pulleys if you want to, but it won't resolve your issue.

OK, did you try:
removing the vacuum line that runs from your boost bypass valve to the solenoid (believe it's the lower line on the driver side on the boost bypass valve). Remove this line and take it out for a rip- I bet you see closer to 11 PSI and a giant increase in power. Report back and let us know how it goes.

Your PCM can't control the BBV electrically so it is stuck open and cutting your boost in half. Unplug the vacuum line to the bottom of the BBV and your boost should be at full potential. Unless of course you want to go through the motions of modifying the PCM file to another OSID and all that entails, then adding the pin to the PCM connector and wiring it up to the actuator in order to make it work.

No I didn't try that and I'm not going to. I talked to a friend who is ASE certified, certified by GM to work in their garage especially on corvettes, had his own business building race engines, and has been working with engines for the last 25+ years. He said not to do that and I trust him. No offence to you guys but I've seen his credentials. Only reason he can't fix it is because he doesn't have te time to even look at it.

being ASE certified and having gobs of experience working on corvettes, or any other cars for that matter doesnt mean that he has real world experience on this specific platform.....as an example ( i work at ZZP) we got a car in a few months ago FROM A DEALER with "a terrible rod knock" they told the customer it was going to cost thousands to fix......turned out to be a cracked $40 flexplate...on of our 21 YEAR OLD TECHS called it before the car was even off the flatbed....just saying.....tons and tons of experience doesnt compare to experience on a particular platform...im sure he knows his stuff, but that doesnt mean we are wrong. another one i see alllll the time, is people calling to spend over $500 on a new supercharger because their ase mechanic told them their SC is blown....99% of the time its a $14.99 coupler and 30 mins to fix the problem.
just take the vacuum line off the BBV like people are telling you to do.....it isnt going to hurt anything, it just relieves some pressure when you are cruising to help with MPG and whatnot.....i dont have mine hooked up, my engine has 183K miles on it, and my car makes record horsepower.......and gets 29 MPG still...FWIW when i had a 2.7" pulley on my old setup, with BBV open i saw 5psi.....closed, saw almost 12
