If you want to get junk yard parts, you may want to play with Car-Part.com--Used Auto Parts Market. It may help you source junk yards that you might even get an entire L67 from. Food for thought.

I don't know the full ins and out of an LS4 swap (I think I've only seen one person try it and that had a full donor car). Because of all the computer equipment, I think an LS4 swap would be a big under taking and unless you get a full donor car cheap, it may be a costly swap.
Honestly, if that's your limit, I wouldn't even bother considering a turbo.
Even a base 3800 kit runs $2500 w/o IC, $3500 w/ IC + injectors + tuning. If you're thinking about buying a kit and modding it to fit, your budget is nearly blown just on the parts. Unless you've got a welder and a tuner, you're going to pay a shop a good bit of money to custom fab it to fit.
If you tried to make your own kit, a good turbo is an easy $1500, and they can get over $2k for some of the nicer head units. Again, if you were able to do 100% of the fab work yourself (ie had a welder and a bender), you might be able to come close- but if you're paying someone to fab any of this stuff, you're going to burn through what budget you had left rather quick. Sure you could skimp on some garbage ebay turbo, but why would you do something like that if you really are as attached to the car as you say you are? Sure the turbo may just lock up, but what if it comes apart and sends a bunch of trash into your engine? There is a reason why none of the major turbo kit manufacturers use those turbos.
The other thing this all leaves out is the trans. If your cap is $3k- it will literally be impossible to get a properly built trans and a turbo kit for that money. Even if you bought the cheapest ebay garbage you could find and did all the fab work yourself.
I agree with the 3800 swap idea, but you're going to have to be open to traveling a bit to get something with decent mileage, and may even end up just buying a totaled GP.
If you already feel like you've exhausted that option and still want 300 whp, I would suggest adding nitrous. You could spray a 150 shot and be pretty close to your goal, and a complete kit with reasonable safety features can be had for 1/3 of your budget. That would leave the other 2/3 to go towards your new trans fund and nitrous fills.

I wouldn't even bother doing anything unless you get a built trans.
Hot side turbo piping will want to be at least 2.5" if not 3" in stainless steel. Will have to be custom bent and welded to fit your application.
Intercooler: I use treadstone and love it. Ic piping treadstone sells pipe sections and silicone adapters so you can buy the piping you need to plumb the system. Be sure to use t bolt clamps on ic pipes.
turbo: I have a turbonetics t66 right now and my previous turbo was a precision pt61. Both great turbo's
don't forget your BOV and waste gate. Also fuel upgrades and a tune.
