OK! Here's the facts.
GM Factory Technical Service Bulletin (TSB) #00-08-51-001.
Found this post on a Grand Am forum about GM receiving complaints of outside mirrors turning "Chalky". The article is dated 2002 and refers to cars dated 1998-2000 including Monte Carlo's. Some contributors claim the same problem with 2001 and 2003 cars and I'm sure there are others not stated here. Bought my '00 SS new. I stated that my car was that way when I bought it, but it was late in the model year when the '01's were starting to come out so it probably sat on the lot for several months. Same problem with my '01 and '03 SS's.
GM honored the warranty to have these mirrors repainted less than one year after production. Apparently there was a flaw in the paint process somewhere along the production line with some mirrors, maybe not all. This explains why some mirrors "fade" or become "chalky".
Mystery solved and I am not crazy. Lol

I'm guessing that 2015 is a little late to have my 2006 mirrors covered?
Interesting. Didn't think they were painted, but instead molded in color like most black trim. Now I don't feel bad painting them!
Satin or matte black is much easier for me to do evenly, for whatever reason - so I won't even attempt to gloss them over. Autumn project!
