yeah those spray cans just don't get the proper atomization of the paint to get it on smooth. wetsanding and respraying will just end up with the same rough appearance due to that.. so i would wetsand the orange peel with 2000 or 2500 and buff them back up to a smooth shine.
also if the basecoat is layed down rough it will definitly effect how nice the top coat lays down. whats on bottom effects whats on top
don't use the buffer on max speed because it is a curved surface and you'll quickly burn through a layer of clear.. slow, light pressure and take your time. finish off with some clear coat glaze polish
can always hand polish too
