Try googling for something called a "Nutsert"
You should be able to find something to add in the hole that will give your license plate something to grab. Unless you want to fill the holes with a 2-part epoxy that after it hardens you can tap for new screws.

you could try some "thread tape" on the bolt and that'll make the threads a little thicker so they may grab a little more. That's what i'd try, if it doesn't work, you're not out anything . . .

On my Monte, the rear license plate mounts screws go into square plastic/nylon inserts. You get replacements usually in a license plate bolt kit.
When I got my Monte, I did not feel my plastic inserts held properly (I think part of them was cracked from another owner over tightening). I just busted them out using a cloth to protect the paint and strategic prying on the original ones (they busted BEFORE popping out). Just popped new inserts in. I think less then $5 for the kit with the inserts, new screws and cover buttons.

I was going to suggest that too. But I lucked out when I needed one. The guy at the parts counter at a local dealership gave me a few free. He said he didn't even have a part number for them. Said they always keep some around in case.
Cheap is good. Free is better.

I think I won'y have to worry about those plastic pieces for a LONG time (so maybe I have a ton free). I really like the kits with the snap on buttons that hide the screw head. Since I rarely need to replace the nylon inserts I don't (but they are still in my garage).
Either way, when a shop sometimes recognizes you level of business and tosses you a cheap item (like 50 cents or less) to you, it's nice and kind of them.
