Default just a scratch right

well this has turned into a pita,using duplicolor cant get the clear coat
right.its running on me I think I am not waitting long enough for paint to dry.

Once you wet sand and buff it should look fine. The fact it is on the bottom helps to hide it a lot. You will probably be the only one to really notice it anyway.

Did you wet sand it between coats? What grit did you use to take it down with?.. The clear probably ran due to you didn't wet sand the base coat... or did you? Did you bake it dry ..with the sun or a lamp between coats?
Was it wet outdoors/raining? Humidity also effects the paint process.
What type of primer did you use? Did you happen to wipe each coat after sanding with de natured alcohol or Lacquer thinner?
Why didn't you pull and back fill the dent?

Its the little things that greatly improve the results.

Had enough went to the body shop.fixing the dent painting the door quarter panel
and re clear coat.

I had a friend that was painting a spoiler for a 96 Monte which was Red, he purchased the paint at his local NAPA store. oops! that was a mistake? He fought it until he gave up and let the body shop do the work. They used a different brand paint and it worked right the first time.
