When you purchase a spoiler (whether surfboard style [flat] or race-inspired [vertical]) they should come with a template for drilling the holes (usually it's a sheet of paper that you line up and drill through.

use some tape to mark off the center line of the trunk and the spoiler by running a full piece over both.
when your happy with the placement slice the tape between the spoiler/trunk.
pull off the spoiler and dab some paint on the end of each stud. if its a hole then put a bolt in and dab paint on that.
with it wet, line up the tape lines and set it down , make sure the bolts/studs contact. pull it off and drill where its marked

You should call up a local body shop. Because if you want it done you want it done right odds are the bodyshop has tackled many Monte Carlo spoiler replacements. I call a local shop when I got a spoiler from the yard. Cost me $50 to install at a local shop in my area.

Yeah it should be in that price range. Because if you buying the spoiler from a yard of the same color and just getting it put on shouldnt be much...all you basically is paying for is labor to measure and drill like 4 to 5 holes in your trunk. But it will be more if you getting one painted and put on.
