I heard of something similar over Phoenix... London sometime last year, and Paris a few years ago.
But still, most UFO sitings are in rural areas, and ironically enough, near military bases.
It came out a few years ago that Roswell was a military test project.. the Russians were far ahead in air craft, and the flying saucer was an attempt to beat them by simply "reinvetning" the airplane. They discovered they didn't turn well enough to be manuevrable in battle though.

I think there aren't as many sitings in big cities because of all the bright lights at night. The sky is darker at night in rural areas, making strange lights easier to see. Any "strange" lights in the sky over big cities get quickly dismissed as airplanes, news helicopters, shooting stars and so forth.
