Wiper help

i have an 1982 monte carlo
the wipers are being really moody
they either work fine, or won't shut off,
i mean, the intermittent, medium, and fast work..
but when in the "off" position they move as though they are in the medium position.. wtf?!

From what iv heard the wiper motor grounds being bad could cause this issue. Wipers apparently do all sorts of funky things when they have a bad ground.
