What year do you have?
I found in my 2004 SS, when I had to change the evap core, the pivot points (hinge, whatever you want to call them) for the blend door was very tight. So much so, I suspect the actuator could not move it to much. While I had everything apart, a little bit of sanding and some lube on those points and now it all appears to work perfectly.
