My 02 Dale E. SS with 19,000 miles has the same thing with a different finish. The original owner stuck it on.
I was at a pick a part and came across a Jeff Gordon special edition that had the same two tone door panels mine has from the factory. Needless to say I now have a set of original two tone door panels. I also picked up a front license plate filler. You should have a easier time to find stock door panels as yours looks to be just black.

Yeah, I am doing minimal stuff right now. Only what I have to do. Still haven't even got it to the point I can pass emissions. Downstream CO2 sensor and a battery problem. One thing after another, but at least I know how many things are fixed and should not cause problems for a while. Next trip is to the body shop to just get some things lined up and take care of some rust. Not ready for paint yet.

The pieces on the interior appear to be from a company called "Exoticwooddash.com", I had no luck when I looked online for them. The instructions mention using an adhesion promorter, the final step says to uses a hair dryer and press firmly. You might want to try heat and a plastic putty knife on the door handle. If it doesn't work that piece is easy to replace without the whole door panel.
