We jus recently had snow storm I forgot to completely turn off wipers night before so was froze to windshield this morning they stated going when I freed them from the ice but now the passenger side wiper does not come in contact with windshield driver side seems to still work normally it on a 03 monte carlo ss

 

Sounds to me like your wiper arm is bent.

 

So I just need new wiper arm

 

or you can very carefully try to bend it back towards the windshield to see if that helps.

It's probably just the wiper blade needs to be replaced. Just had an issue like that with my wife's car. New wiper blade, good as new.

 

Sounds like the wiperblade, especially if it was working fine before the storm.
