Do they come on at all without blinking, or nothing at all?

Seems to be a very common issue in these cars.

Mine does the same thing. The turn signals work about 50% of the time. If I hit the hazard button on/off, they will work again. I've read the flasher is actually part of the hazard switch on the dash, which is what causes this issue. For now, I will toggle the hazard button on/off, until I have a valid reason to remove the whole dash panel.

could it be a relay switch?

You don't have to take the dash "apart", literally. Just remove the whole "face" (not sure what else to call it, as I am no mechanic) of the dash, which goes from door to door. (If you look at your dash, the "face" of it, is all one piece, that holds your radio, vents, ignition, hazard switch and goes over the gauges and steering wheel) I've read it's only a few screws that hold it on, and the rest are clips.

I am just lazy, and will replace the flasher when I upgrade the radio. I've seen the flasher/hazard switch on eBay a few times for 20-30 dollars.
