It's hard to say exactly what that gunk is on that metal panel. Any signs of issues with the wiring?
As for the air bag, I have an easier time popping the bag on an Impala then a Monte (Imps have 2 points to release, the Monte has 3).

Airbag is off, wedged a wrench in between to pry it out.
It seems as I yanked it off a thin red wire came loose. I'm assuming this is the horn wire. Any idea were it goes?

Being that it is all one color and there's no sign of debris being trapped between the metal and cover I don't think that is the result of a flood. It looks more like residual protectant that ran down the front of the dash when sprayed directly on it.

Ok, everything installed, I changed the first post into a quick guide on how to remove the air bag.
I think it would be a good idea to sticky this thread
