Default Stalling

New to me 1999 Monte Carlo LS with a 3.1 120,500 miles. No CEL.

Car starts and runs fine, no problem accelerating, or cruising along at 70MPH.

When I take my foot of the gas and hit the brakes the car likes to stall. I guess the torque converter unlocks, engine RPM's go to idle, then it stalls.
I took the IAC valve off and cleaned with Carb cleaner. It was pretty carboned up. Reinstalled no joy.

Put my fuel pressure gauge on it, when the system pressurizes it is only getting 40LBS on the gage. I suspect it should be in the high 50's or 60.

I'll start with a fuel filter and see if that helps any. I'm thinking fuel pump and fuel pressure regulator.
I'll also pop the MAF off and spray it with MAF cleaner.
Do the 99's have an access door for the pump or does the tank have to be dropped?
I also think it needs intake manifold gaskets, back of the engine looked wet after driving it home. I have had two vehicles with the 4.3's, both needed gaskets.

Any help the group can provide, I thank you in advance.

Thanks,
JRB
