Spedometer reads slow

Spedometer reads slow
I just bought a 2000 Monte Carlo SS for my son. I got a great deal on it so I overlooked a couple of smallproblems with the car and now I'm starting to question that wisdom. The car has about 128K miles on it. The problem that is most obvious is that the speedo reads about 10 to 15 mph slow. When the car is stopped, the needle is actually sitting about an inch below zero. I'm wondering if there is any to adjust the rest position on the needle (that's what I was thinking when I bought it...). Beyond that, would I have to replace the entire instrument cluster? If I did that, would the car's computer set the mileage readout to the correct mileage or will I have to get a mileage certificate or something like that since the actual mileage would be off? Thanks in advance for your input... [8D]

might be able to readjust the needle, but not 100% sure.
if you get s new cluster, the milage stays with that cluster. you would have to go to the dealer to have then adjust that.
