Someone I know hit a painted concrete wall

Thumbs down Someone I know hit a painted concrete wall

and now there is paint from the concrete wall stuck to her bumper.

Not too much damage other than a little dent, some paint, and what will probably look like a big scratch.

So, the question is this.

How do I get the concrete's paint off the car without damaging the car's paint too much?

Rubbing compound if that isn't enought a little bit of wet sanding

x2 on rubbing compound but research how to use it properly.

If you aren't going to get it out by yourself with that, it might be something that a professional should hit, you dont' wanna do more harm than good
