I would recommend 1 of 3 ways to resolve your key issue...
1) Call a Locksmith
2) Contact your local Dealership
3) Check at a local scrap yard /pullapart..
Unless you are or have someone that's mechanically inclined.... I would recommend contacting a locksmith or a dealer... However, As an owner of a 1999 Z-34 Monte Carlo ...Most dealerships no longer carry parts for our Model Years...
So, I would then recommend calling a locksmith.
I honestly have no idea how much it would run..

If you just need the key, most dealers can still make keys for cars beyond 10+ years. If you don't have the original key available, they will require some proof of ownership before cutting a new key (I know someone who went through this a while ago on an old Caddy).
Now, I am not sure if the keys for your car are chipped or not. GM has a few different anti-theft systems in their cars and not all of them require a chipped key. Odds are if you can provide your VIN to a dealer, they could let you know if it's chipped or not.
Remember, phone calls are free. Give a local dealer and a locksmith a call and I'm sure you can get all the info you need.

The chip is a security part of the key. It's to prevent someone from simply brute forcing the key lock and starting the car with a screw driver.
I'm not sure how the passlock system works on pre-2000 GM cars, but on the 2000+ cars, it prevents the injectors from firing.
