First what year monte do you have?
I would goto a junk yard and pull a switch to see if that works. It might be the motor that is the problem. When I've had switch problems it has always been either not working at all or intermittant contact problems. With the switch if there is contact there should be a full signal to the motor to tell it to roll up or down at full speed.
The motor can wear out though and have extra work for it. Gravity will help the window go down, but going up maybe slower.

Before you spend the $$ for a new or used switch try spraying the window tracks with WD-40 or a silicone spray. The tracks might be dirty ane dry some spray lube mightbe all you need.

1, use brake clean and clean the tracks real good.
2, spray white lithium grease in to the tracks . if you can find it withthe straw use it.
4. if this dont fix your issue then it could be the motor getting weak
the reason it works better going down then up is the weight of the window is pushing down on the motor so it will allow it to spin faster but going back up it is struggling to get the weight back up.
5. you can also try to clean the motor out some and spray some grease in to it also.
Brake clean will evaporate so it can be used with out fear of it staying in there. if you have air just shoot some down in there for abit to make sure it dries out real good and spray the new grease in .
